Here's how SRECs are created, or "minted"
SRECs are created at an authoritative tracking system or registry, like PJM GATS.
How is an SREC created, or "minted"?
SRECs are minted at independently administered authorities, which might generally refer to themselves as a "tracking system" or "registry". A well-known registry is PJM GATS, the "Generation Attribute Tracking System". For example, a solar system owner submits an application to GATS in order to create an approved generator (solar system) on the registry. Then, every month, energy produced by the generator is reported to GATS. Month to month, GATS tallies up accumulated energy and if in any given month, 1 REC is "minted" for every 1,000 kWH (or 1 MWh) of energy accumulated. The remaining energy is carried over to the following month. An SREC aggregator managed much of this process, including transferrance of SRECs between sellers and buyers.
